ND Protection & Advocacy Project
There is a protection and advocacy system for people with disabilities in each state and territory. Legislation establishing this system was passed by Congress in 1975. In North Dakota, the organization designated by the Governor to serve as the protection and advocacy system is the Protection & Advocacy Project (P&A). P&A is an independent state agency established in 1977 to advance the human and legal rights of people with disabilities. P&A strives to create an inclusive society that values each individual.

North Dakota Vision Services/School for the Blind (NDVS/SB) provides statewide leadership, center based programming, and regionalized outreach services ensuring that the specialized needs of persons of all ages who are blind or visually impaired are met. NDVS/SB is a division of the Department of Public Instruction, and is located in Grand Forks, with regional offices in Fargo, Jamestown, Minot and Bismarck.

The center has been the leader in community mental health since it was organized in 1981 under the North Dakota Department of Human Services and it serves a seven-county catchment area that includes Bottineau, Burke, McHenry, Mountrail, Pierce, Renville, and Ward counties.

The center serves a three-county catchment area that includes Divide, McKenzie, and Williams counties, the Trenton Indian Service Area and part of the Fort Berthold Indian Reservation.
